1.3 Convert Options to Matrix Advanced

Pattern: Question has statements mixed in options - restructure as matrix.
Q15 is a matrix question. The options include statements and scale points.
Convert to proper matrix:
- Options starting with "Offer" are statements
- Rest are scale points

1.4 Fix Matrix Structure Beginner

Pattern: Ensure statements appear before scale points.
For all matrix questions, ensure statements are listed first, followed by scale points.
